- QITC Local Calling (Quantico, VA) Request for Information Questions/Industry Input Needed This is a Request for Information (RFI) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. VA requires local voice service for the Quantico Information Technology Center (QITC). Services shall be provided at VA facilities located in Quantico, VA, Culpeper, VA, and Triangle, VA and will be required beginning Oct 1, 2013. In support of this effort, VA is conducting market research to identify Vendors that can provide the required services and to help further refine the requirement and establish the best acquisition approach. A draft Performance Work Statement is attached. Please note that requirements defined may change before a final Request for Proposal is released. 1.Please provide any comments or recommended changes to the draft PWS. Include specific paragraph numbers, if applicable. 2.Can the supplier provide the required Service Types and Features to each required location in accordance with the PWS? If there is a location the supplier can't provide services to, please note location(s) in your response. 3.What are the risk mitigation strategies that will be used to insure seamless transitioning of services from the existing provider, if necessary? 4.Any resultant contract would require a flat rate (firm fixed price) for local calls and wireless internet services, to include all fees, taxes, and surcharges. Confirm your ability to provide firm fixed pricing. 5.Please provide any Service Level Agreement(s) that would be associated with your services. 6.What is the supplier's account management model that will address the VA's customer service, reporting, and portfolio management requirements? 7. Indicate the extent of participation by Veteran-owned and other small business categories for the performance of this work, including feedback helpful to aid VA with its planning goals to maximize participation of these businesses. Provide company business size and status as designated by the NAICS 517919 and the U.S. Small Business Administration (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.).
