Description
The Government intends to award a purchase order resulting from this solicitation on a sole source basis to EST Analytical in Fairfield, OH based on the authority of the Federal Acquisition Regulation (FAR) Part 6.302 for the following item: One (1) Monitored Natural Attenuation Autosampler. The applicable North American Industry Classification System (NAICS) code for this requirement is 334513. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. The justification for the non-competitive procurement is that EST Analytical is the only company in the market who offers an instrument autosampler that is capable of automatically preparing headspace samples for analysis from a 40-mL vial without exposing samples to the atmosphere. All other headspace autosamplers require manual sample preparation before being placed in the autosampler. The EPA has only one known source for this procurement that is in the government's best interest. If there are any other potential sources, submit your capability statement via email to the US Environmental Protection Agency, c/o Lynette Rocke at rocke.lynette@epa.gov no later than 12 noon EST, September 3, 2013. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(b).
