- Description
- The Government intends to award a purchase order resulting from this solicitation on a sole source basis to EST Analytical in Fairfield, OH based on the authority of the Federal Acquisition Regulation (FAR) Part 6.302 for the following item: One (1) Monitored Natural Attenuation Autosampler. The applicable North American Industry Classification System (NAICS) code for this requirement is 334513. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. The justification for the non-competitive procurement is that EST Analytical is the only company in the market who offers an instrument autosampler that is capable of automatically preparing headspace samples for analysis from a 40-mL vial without exposing samples to the atmosphere. All other headspace autosamplers require manual sample preparation before being placed in the autosampler. The EPA has only one known source for this procurement that is in the government's best interest. If there are any other potential sources, submit your capability statement via email to the US Environmental Protection Agency, c/o Lynette Rocke at rocke.lynette@epa.gov no later than 12 noon EST, September 3, 2013. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(b). Autosampler Specifications: • Gas or Liquid standard injection • No manual preparation besides placing the vial • Ability to sample vial without opening the cap • Automatic internal standard addition- Liquid or Gas • Ability to screen for VOC samples • Dual 50 position removable sample trays for 40mL VOA vials • 90 sample positions for VOC screening and 50 sample position for dissolved gases • Ability to dilute dissolved gas samples up to 50:1 dilution. • Rugged X-Y-Z platform • Ability to run blanks from its own blank/wash water reservoir • Programmable heating and stirring in the sampling station. • Sample pathways which are chemically inert, manufactured from PEEK, stainless steel or Teflon. • Programmable volume addition of Internal and Surrogate standards. • Priority Sample feature allowing the current analysis to be interrupted for rush samples. • Fast easy programming from the mouse/keyboard combination. • Ability to program and store methods for various configurations. • A hot water rinse utilizing a cartridge heater to heat blank water to 90°C prior to flushing sample pathways. • Sample headspace look size of 1-mL. • Sample sizes from 5-mL to 25-mL in 25mL increments. • Cable for installation to Agilent 6890B GC/FID. **Must be able to trade-in Archon SN 12915 (EPA Property #A77083) for $4500.00 discount.
