Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS ACQUISITION IS BEING PROCURED UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430, with size standard of 100 Employees. This acquisition is being procured as a total small business set-aside. The purpose of this purchase is to support the National Institute of Standards and Technology (NIST) Checklist program and the development of security configuration guides and associated security content automation content (SCAP) for various information technology products that are widely deployed across the federal agencies. The Computer Security Division (CSD) at NIST targets the Apple Mac OS X platform to research the operating system, develop a security baseline consistent with the NIST security controls specified in SP 800-53, and implement and maintain the baseline in an enterprise mobile environment. Brand name justification: NIST has identified that the Apple manufactured hardware are the only devices that will support the Mac OS X 10.8 Mountain Lion operating system to enable implementation and validation of NIST security baseline on the platform. Apple is the only manufacturer who is authorized to provide hardware that will run the Mac OS X 10.8 Mountain lion operating system and associated bundled applications, including Apple Mail, Address Book, Safari, iTunes, FileVault, etc. which are critical in the development of the security configuration baseline. All interested Contractors shall provide a firm fixed price quote for the following: All items must be new. Used or remanufactured equipment will not be considered for award Line item 0001: Quantity: Ten (10) ea. MacBook Air 13.3-inch: 256GB (#ZOPO), that must meet the following minimum specifications: Processor: (065-C19F) - 1.7GHz Intel Dual-Core Core i7, Turbo Boost up to 3.3GHz Memory: (065-C19H) - 8GB 1600MHz LPDDR3 SDRAM Flash Storage: (065-C19T) - 512GB Flash Storage Keyboard and Documentation: (065-C1CD) -Backlit Keyboard (English) / User's Guide (English) Line item 0002: Quantity: Ten (10) ea. AppleCare Protection Plan - 11" and 13" MacBook Air/MacBook Pro (#S3130LL/A) Line item 0003: Quantity: Ten (10) ea. MacBook Pro 15-inch with Retina Display (#ZOPZ), that must meet the following minimum specifications: Processor: (065-C1T0) - 2.8GHz Quad-core Intel Core i7, Turbo Boost up to 3.8GHz Memory: (065-C1T2) - 16GB 1600MHz DDR3L SDRAM Storage: (065-C1T5) - 768GB Flash Storage Keyboard and Documentation: (065-C1TQ) - Backlit Keyboard (English) / User's Guide (English) Line item 004: Quantity: Ten (10) ea. AppleCare Protection Plan for MacBook Pro 15"/17" (#S3131LL/A) Delivery Terms Delivery terms shall be FOB Destination, and take place in accordance with Contractor's commercial schedule. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Inspection and Acceptance Criteria Acceptance will be provided at Government site and as duties and responsibilities are completed, the Contractor shall request review and acceptance by the NIST Technical POC. Technical Evaluation Criteria Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate the offeror's quote and award to the lowest priced, technically acceptable offeror. Quotation Submission Instructions: All vendors shall submit the following to Willie Lu, Contract Specialist at willie.lu@nist.gov: 1) An electronic version of a Firm Fixed Price quotation which addresses all of the above items; 2) Technical description and/or product literature; 3) the most recent published price list(s) with quoted item(s) highlighted; 4) Evidence that the offeror is an authorized reseller of Apple brand products and services; 5) Warranty Information; 6) Maintenance Contract effective dates; and 7) Firm Fixed Pricing, FOB Destination. This is an Open-Market Combined Synopsis/Solicitation for item(s) as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotations must be submitted electronically via Email, and be received not later than 2:00 PM Eastern time, on Monday, August 26, 2013.
