Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute of Neurological Disorder and Stroke (NINDS) intends to negotiate a Purchase Order on a sole source basis with I2S Micro Implantable Systems, LLC (d.b.a. Blackrock Microsystems), located at 391 Chipeta Way, Salt Lake City, UT, for the procurement of a multi-channel data acquisition system used for recording and monitoring brain electrical activity using Multi-Electrode Array technology. This acquisition will consist of quantity one (1) NeuroPort System, 256-ch real-time data acquisition system, 110-120 V (Mfr. No. 6929), including Multi-Array technology. This system includes the CerePlex I implantable headstage (Mfr. No. 8005) and is the only recording amplifier that can be implanted directly onto the human brain cortex, and provide real-time data processing and single-unit recording. The system captures signals from multi-electrode arrays of penetrating microwires implanted in the cortical surface of the human brain allowing capture of single-unit spiking activity from cortical neurons. No other type of supplies or services can satisfy agency requirements. The Surgical Neurology Branch at NINDS is focused on recording and analyzing intracranial neural signals captured from patients who have received subdural and depth electrodes for seizure monitoring. Research is performed on patients with medicd3eally refractory epilepsy that receive implantation of intracranial electrodes for long-term seizure monitoring, during which monitoring period, subjects are awake and fully interactive. The purpose of this acquisition is to capture intracranial signals and correlate those signals with specific cognitive behaviors in order to uncover the neural mechanisms that underlie cognitive behavior. This acquisition will allow for the capture and analyzing of intracranial signals in real time so as to build a closed-loop recording system capable of providing behavioral and electrical stimulation feedback, and will capture single unit spiking activity from microwires implanted within cortical structures of these patients. This acquisition is modified to reflect an acquisition under the test program of commercial items - FAR 13.501. This acquisition is conducted in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 12, and is exempt from the competition requirements of Part 6. This Notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
