Description
The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Procurement of Propulsion Technical Expertise, Technical Information Management, and Logistics support of the National Institute for Rocket Propulsion Systems (NIRPS) and the Joint Army, Navy, NASA, Air-Force (JANNAF) subcommittees on propulsion. Historically JANNAF has procured these services through the Defense Technology Information Center (DTIC) Chemical Propulsion Information Analysis Center (CPIAC) contract mechanism. However, future JANNAF support requirements will no longer be procured through DTIC mechanisms. Additionally, NASA Marshall Space Flight Center has future needs for similar technical support to the NIRPS. Due to the complementary nature of these technical requirements, NASA MSFC intends to combine the requirements into a single procurement. Description of Requirements: NASA plans to procure the above services through a cost reimbursement IDIQ type contract. A base task will procure the primary ongoing propulsion technical support efforts, and additional tasks will be executed at the discretion of the Government. Additional tasks (including organization of technical interchanges and meetings, compilation of JANNAF journal editions, technical studies, etc) will be subject to funding availability. Anticipated sources of funding are NASA, the US Army, Navy, Air Force, and other Government Departments and Agencies, and resource availability is contingent on yearly budget allocations. The requirements are as follows: 1. Supply technical representatives to the JANNAF organizational components to assist in the development and execution of the technical programs and plans and to provide corporate memory and management continuity. These technical representatives shall be technical experts in the areas for which they are serving as subcommittee technical representatives. Current JANNAF subcommittees include the following: Air-breathing Propulsion, Combustion, Exhaust Plume and Signatures, Liquid Propulsion, Modeling and Simulation, Propellant and Explosives Development and Characterization, Propulsion Systems Hazards, Rocket Nozzle Technology, Safety and Environmental Protection, Space Propulsion, and Structures and Mechanical Behavior. 2. Provide technical expertise to assist in the editing of the JANNAF Manuals and Handbooks including but not limited to the JANNAF Journal of Propulsion and Energetics. 3. Assist the JANNAF Executive Committee (EC) with the selection of the Editor in Chief and the Associate Editors. 4. Maintain and expand a library of codes such as those that predict grain regression rates, internal motor flow fields, delivered performances of rocket motors and engines, plume flowfields, plume IR radiation, plume contamination, and spectral signatures and maintain existing JANNAF libraries, at a minimum. 5. Maintain the Government approved and configuration-controlled version of the models, the associated documentation, and input databases within the propulsion field and determine and recommend additional models, software and databases in the repository as required. 6. Write, publish and distribute a minimum of two technical reports per year, selected by the Executive Committee (EC) from a list provided by the Technical Steering Group (TSG) and provide additional reports, if funding is available. 7. Provide comprehensive and timely information reports to JANNAF user inquiries and maintain a record of all inquiries and actions taken sufficient in detail to document usage of the contractor to describe services rendered to DoD, NASA and other users, and to support justification of the continuing need for technical inquiry response services. 8. Perform various Rocket Propulsion (RP) industrial base assessments and analyses. 9. Perform and/or support RP technology assessments and roadmap integration. 10. Maintain the NIRPS Portal and provide support for its operation including: disposition of any bugs which are discovered after the launch of the completed portal, maintenance of the hardware required to run the portal, and provide the user registration and vetting resources to ensure access to the portal is only for individuals that meet the guidelines established for JANNAF meeting attendance and CPIAC database access. 11. Access and store classified information up to Secret during contract performance. 12. Access to classified information will be limited to subject technical areas and as certified on the DD Form 1540, Registration for STI Services, and registered in the Dissemination Authority List (DAL). Access to the DAL will be through the DTIC. The DAL provides the contractor with a central registry file of users authorized access to Defense STI. The contractor shall handle classified information to perform its task in conformity with established DoD security regulations, including DoD 5520.22-R, the Industrial Security Regulations, and DoD 5220.22-M, Industrial Security Manual for Safeguarding Classified Information, Jan 19 or latest update. The contractor shall be responsible for all costs incurred during the contract period of performance related to accreditations or clearances for contractor personnel and contractor provided facilities. These costs shall not be allowed as legitimate costs against the contract. 13. Comply with limitations on dissemination of information established by originators, and advise users of any limitations or restrictions that expressly pertain to any of the information supplied. Information classified pursuant to DoD Information Security Regulations shall be disseminated to users according to DoD security regulations. Information marked with other restrictive marking shall be disseminated only to authorized recipients IAW DoD Directives and Instructions. 14. Provide associated logistical support to the JANNAF organizational entities. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. Respondents are cautioned to mark any information confidential if it is to be treated as proprietary. This RFI synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.
