- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See attached for Statement of Work. BID DELIVERY Bidders assume all risks for timely, properly submitted deliveries. Bidders are strongly encouraged to arrange for delivery of bids to USACE San Francisco prior to the date of the bid opening. Bids must be received by the USACE - San Francisco Contracting Office NO LATER THAN 1:00 PM on Wednesday, September 11, 2013. LATE BIDS may be rejected. Fax, telegraph, and E-mail bid submissions are NOT ACCEPTABLE will not be considered. Bids are acceptable via a mail service, e.g. FEDEX, UPS, USPS, etc. or by personal deliver or via a courier. Prior to the Bid Opening on September 11, 2013 at 1:00pm, a member of the Contracting staff will be in the lobby of 1455 Market St. from 12:30 to 1:00 PM. 52.212-2 -- Evaluation -- Commercial Items. Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price for Base plus 4 Option Years (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Servicing of Dumpsters in LAKE SONOMA, SONOMA COUNTY CALIFORNIA Base Year plus 4 Option Years Price Range - $500,000 to $1,000,000 The U.S. Army Corps of Engineers San Francisco District is seeking a contractor for a comprehensive service contract for Lake Sonoma and its recreation areas. Lake Sonoma is located in Sonoma County, California, approximately eleven miles west of Healdsburg, CA, near Geyserville, CA Regular servicing of all dumpsters on Monday of each week, between the hours of 7:00 a.m. and 4:00 p.m., unless otherwise specified by the Park Manager. In addition, during the summer recreation season, Friday servicing is also required at specified areas throughout the park. See the attached draft Statement of Work for all requirements and a detailed breakdown of the work required. In Accordance with FAR 52.219-6 this Invitation for Bids is classified for Total Small Business Set-Aside. The NAICS Code is 562111, the size standard is $35 million, and the Federal Supply Code is S205: Trash/Garbage Collection Services. The estimated duration of the project is one (1) base year plus four (4) option years. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees.
