Description
NOTICE OF CONTRACT ACTION The Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Firm Fixed Price (FFP) contract with Applied Research Associates, Inc., located at 4300 San Mateo Blvd., NE STE A220, NM 87110-1295. This contract is for robust documentation for all source code files that make up the General Electromagnetic Model for the Analysis of Complex Systems (GEMACS) and the utilities that accompany it. The documentation shall be sufficient as to allow an experienced (but not necessarily familiar with GEMACS) computer scientist to investigate, understand, troubleshoot and modify the GEMACS codes. The documentation must be compatible with a wide range of computer equipment. The documentation provided must be electronically viewable and searchable software set with two levels of detail: (1) a brief description of each routine, its usage, interface and interfaced modules, and its calling parameters and (2) for selected routines an in-depth description of the source code, including mathematical equations or equivalent, internal variable descriptions, called/calling routines, common block variables used/changed, and execution flow descriptions. In addition, the interaction of modules shall be mapped. The effort requires each and every GEMACS source code file, routine, or module to be documented within two standard levels of documentation. The first level of documentation shall be entered as non-executable text and at a minimum consist of: (a) a short description (one line), including the name of the routine (b) a more detailed description (one page, as needed) (c) a listing of all functions and/or class members in the file (d) a brief explanation of each function, including formal parameters, return values, and usage. A change log shall be delivered listing and detailing any and all code modules modified. For those routines requiring a higher degree of documentation, as determined by the AFSEO, a very detailed description will be composed, converted to a PDF file, and linked from the embedded short description. Detailed documentation shall include in addition to: (a) name of the routine (b) purpose- brief statement of the routine's purpose and uses in GEMACS (c) method- an extensive description of the routine, including data flows, equations, physics, mathematics, etc. (d) internal variable documentation- the usage of every internal variable in the routine (e) interface variables, e.g., formal parameters and common block/structure variables (f) calling routines- a list of every other routine that calls this one (g) calling routines- a list of every routine that this one calls (h) program flow- execution flow in a pseudo-PDL format. All documentation shall be electronically viewable and searchable. All file formats shall be viewable on standard desktop computers. File formats shall be compatible with Microsoft windows and Linux Red Hat operating systems and its excepted equivalents. Documentation and viewing and searching environments shall be compatible with AFSEO hardware and software. Files should be robust in nature to prevent incompatibility with operating system limitations. The effort will provide the Air Force SEEK EAGLE Office (AFSEO) with the software expertise vast enough to universally understand the compatibility and minimum special software requirements within the GEMACS Code. The subject contract is anticipated to be awarded on or before 30 September 2013, and have a period of performance of 1 Year (12 Months) from the contract award date. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. The National American Industry Classification System (NAICS) code for this action is 541712, with a size standard of 500 employees. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
