Description
Performance Work Statement Request For Information, Afghan Human Resource Information Management System (AHRIMS) AHRIMS is a system developed to track personnel information for the Afghan National Police (ANP) and Afghan National Army (ANA) collectively referred to as Afghan National Security Forces (ANSF), AHRIMS is a custom database built on Micosoft Access. The ANA and ANP portions are in different stages of development. This Request for Information seeks information on two distinct phases. The first seeks a short (3 page maximum) assessment of the ability of a propspective contractor to establish operations in Afghanistan, assume operation and maintenance of the database and continue such operations for a six month period. A contractor would have to have personnel in place in Kabul, Afghanistan ready to operate prior to 30 Sep 2013. Include a Rough Order of Magnitude (ROM) estimate that includes the cost of establishing operations and continuing maintence for six months by 30 Sep 2013. The ANA and ANP database have entries for operators unique to each database. Any prospective contractor would also be responsible for training Afghan personnel to operate the system Prospective contractor would be required to have a portion of operations apart from coalition bases. Security would not be provided for these locations. The second phase involves increasing the number of fields of both the ANA and ANP database(s) integrating the databases with the respective pay systems for both the ANA and ANP to establish accountability and integration of the respective databases with the respective identification card systems. Period of Performance would be one year with a six month option. Please provide an assessment (4 pages maximum) with a ROM level estimate of implementing such operations. Respondents are advised to consider that, as US Forces withdraw from the Afghan Theatre, prospective contractors will increasingly report to Afghan forces and the level of US support provided will be limited and likely fall during the period of performance. A copy of the current Performance Work Statement is attached to assist in informing responses. Responses must be received by the due date and time specified in this announcement.
