- This announcement is issued as a special notice to award a brand name order to Gallagher & Associates, Inc. DBA: McCoy and Associates, 12596 West Bayaud Avenue STE 210, Lakewood, CO 80228-2035. The Defense Logistics Agency (DLA) requires enterprise licenses of McCoy's RCRA Compliance CD 2012 Edition. DESCRIPTION: CLIN 0001: McCoy's RCRA Unravled Software 2013 Edition, WAN License, QTY: 01 EA. Redacted Justification: McCoy and Associates is the only known vendor that provides interactive software that assists interpret environmental regulatory requirements based on legal interpretations from environmental lawyers and other environmental professionals. DLA Disposition Services employees will be better equipped to make decisions and provide hazardous waste disposal guidance in accordance with the requirements of the Environmental Protection Agency and all pertinent Federal Regulations. The required software provides interpretive guidance on EPA requirements and Federal Regulations as well as other required applications. In accordance with Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Award will be made to Gallagher & Associates, Inc. as they are the original manufacturer/ publisher of the software and are the only known source that can provide the required software. If there are any other firms who can satisfy this requirement, please submit a proposal by 4:00 PM. EST on Friday, Aug 23, 2013. The primary point of contact for this announcement is Shiva Bongu.
