Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Pi-Innovo, LLC to provide a control algorithm compiler and gasoline direct injection (GDI) control algorithms for an EPA owned Pi-Innovo M470 engine control unit (ECU) at the National Vehicle and Fuels Emission Laboratory (NVFEL) located in Ann Arbor, Michigan. EPA has identified Pi-Innovo, LLC as the only vendor able to meet the requirements of this procurement. The EPA?s NVFEL in Ann Arbor, Michigan utilizes Pi-Innovo?s M470 ECU for current projects in engine controlling. NVFEL requires the ability to take complete control of an engine and to be able to develop new control algorithms which will include torque based load, turbocharger, cam phasing, multiple injection and ignition timing, start up strategy, catalyst protection, exhaust gas recirculation, along with other functions. Pi-Innovo, LLC will provide an upgrade to its current software capability with a control algorithm compiler and gasoline direct injection (GDI) control algorithms that maintains compatibility with the existing M470 ECU. The software will provide gasoline and diesel engine control algorithms in Simulink with capability to compile to the existing M470 ECU. The Simulink coded control algorithm will allow full access for EPA modification of all strategies involved with engine control with the possible exception of low level engine position driven functions. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
