- The National Institutes of Health (NIH), National Institute of Minority Health and Health Disparity (NIMHD) intends to award a purchase order to Hamamatsu Corporation, 360 Foothill Road, PO Box 6910, Bridgewater, NJ 08807 for the following: Tissuemorph/NDP Analyzer (1-license); ArrayimagerDP; On-line installation; and On-line training (8 hours). The sole source determination is based on that this software shall be 100% compatible with the Nanozoomer Slide imaging station from Hamamatsu. Features that are required and only provided by Hamamatsu include: The image acquisition, viewing, analysis and scoring stages of stratified specimen profiles across large studies with complex arrays, such as TMAs. Quick setup in imaging protocol which will capture high magnification images of the individual cores and store them in the integrated database. Access to the Visiopharm APPCenter containing over 45 APPs for fields on Angiogenesis, Bone & Cartilage, Clinical Center Research, Dermatology, Diabetes, Metabolism, Neuroscience, Reporduction, Respiratory, and Vascular. Support for the custom development of APPs for specific tissue, biomarker, and stains with a Visiopharm Image Analysis Expert (Professional Service Team). Proprietary Pre-processing Deconvolution filters for IHC stains (i.e. DAB, etc.) Post-processing steps for change (size, shap intensity), morphology, ROI, and annotations. Automated batch mode processing of image file formats and whole slide image formats from slide scanning manufacturers. Incorporate Stereological techniques into image analysis protocol including, Systematic Uniform Random Sampling (SURS) Unbiased Counting Frame (Inclusion and Exclusion Lines) White Box System with full transparency of algorithm (APP) parameters (pre-processing, classification, post-processing, calculations). Overlays used for segmentation and will not tamper with original image file. Cloud-based (SaaS) Image Analysis and Stereology solutions available. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is not a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-13-067 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ.
