- 1 The requested material or service represents the minimum requirements of the Government. (1) AGENCY AND CONTRACTING ACTIVITY:Department of Veterans Affairs Salem VAMC______________________ 1970 Roanoke Blvd.________________ Salem, VA 24153 VISN:6 (2) NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED: This is a request for other than full and open competition for the procurement of telemetry monitors for the Salem VAMC. (3)(a)A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEED: The Salem VAMC has requested parts, software, and licenses to support telemetry for 20 monitors installed at the Salem VAMC. (b)ESTIMATED DOLLAR VALUE: $195,636.60 (c)REQUIRED DELIVERY DATE: 2/28/2014 (4)IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE FAR 8.405-6), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. 1The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. The telemetry equipment must interface with all existing patient monitoring equipment and networking that has been established. No other vendor can connect to GE's system and software. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: The patient monitoring system with the telemetry feature allows patients vital signs to be monitored from any other monitor within the medical center. Patient care is greatly enhanced because a specialist may remotely view a patient's monitor from anywhere in the hospital- for example, a cardiologist on rounds could view a heart rate signal of a patient in the ER and expedite treatment. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: A sources sought notice was published to GSA eBuy to determine if additional suppliers can offer the equipment via schedule, or offer equipment that can interface with the GE monitors currently in use. No responses were received from companies other than GE. (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: None (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: The market will continue to be examined for products that can interface with or replace current equipment when the system requires upgrades and or replacement.
