DEPARTMENT OF VETERANS AFFAIRS Denver Acquisition and Logistics Center VA Acquisitions Academy Facilities Management School Sources Sought Synopsis Requirement-Resident Training for Building Automation Systems: The purpose of this Request for Information (RFI) is to identify qualified contractors capable of providing the VA Facilities Management School (FMS) with the development of a specialized curriculum that provides competency based instructor-led training for VA's Facilities Management workforce to effectively operate and manage the diverse and complex BAS represented in the VA healthcare system as well as ensuring proper integration. Background: The Department of Veterans Affairs Acquisition Academy (VAAA) Frederick, Maryland, housed within the Office of Acquisition & Logistics (OAL), is a critical component of developing best-in-class talent and preparing it to address the growing workforce challenges facing the VA and the Federal Government. The VA operates the nation's largest integrated health care system, with more than 1,700 hospitals, clinics, community living centers, domiciliaries, readjustment counseling centers, and other medical treatment and health related facilities. The building control systems for VA healthcare facilities are complex in nature by their diversity in vendor provided solutions and the need to ensure proper integration through a central Building Automation Control System. VA Facilities Management personnel are responsible for ensuring proper operation and maintenance of these diverse and complex systems that represents unique training requirements. Properly trained VA Facilities Management personnel are essential to effective operation and maintenance of these vital Building Automation Systems (BAS), allowing a proactive approach to maintenance that mitigate equipment failures, maintain the lowest energy costs, reduce major repair costs, and maintain a healthy and safe work environment for VA employees and the veterans VA serves. The VAFM School will support strategic VA missions by strengthening and fortifying 12,000 VAFM personnel; it will accomplish this by providing the primary means to enhance the skills of the facilities management workforce and create a more comprehensive and structured approach to employee development. Purpose: Provide building automation system training for VA facilities management personnel requiring practical skills to meet the Federal Building Personnel Training Act (FBPTA) core competencies in the following areas: Energy Management, Facilities Operations and Maintenance, and Technology. Under Energy Management, FBPTA requires facilities management personnel demonstrate knowledge of building systems and how building systems affect energy use (HVAC, lighting systems, building envelop). In addition, facilities management personnel must demonstrate knowledge of re-programming current systems and expanding network of sensors and control devices to optimize HVAC, lighting, and other automated systems. Under Facilities Operations and Management, facilities management personnel must demonstrate familiarity with building systems: HVAC, electrical, lighting, fire protection systems. Demonstrate the ability to monitor and evaluate how well building automation systems perform. Under Technology, facilities management personnel must demonstrate knowledge of how to enter equipment in building automation systems (BAS), participate in establishment of control strategies, monitor and implement overrides when necessary, monitor alarm procedures, monitor, analyze, and report on trends. Demonstrate ability to conduct trouble-shooting of critical systems: access control systems, fire alarm and suppression systems. Information Requested: The Government is requesting that all interested vendors provide information regarding their capability to develop specialized curriculum in building automation systems and to offer instructor-led training designed for the VA FM workforce personnel. Specific Questions to Identify Prospective Contractors: All questions listed below must be answered completely. 1.What is your organization's experience in developing training curriculum for the Federal Government? Specifically, what is your organization's experience in developing and implementing a Facilities Management curriculum that ensures compliance with FBPTA with an emphasis on the healthcare industry? 2.For 1 above, what are the typical deliverables you have offered for such curriculum development and implementation? 3.Respondents should indicate what relevant certifications and professional experience in Facilities Management their staff members hold. Responses: Response should be single-spaced, 11 point-font, with numbered pages and should not exceed 20 pages in length, including cover page, appendices, tables and figures. Respondents should use the following subject heading: "VA Federal Building Personnel Training for Facilities Management Personnel". Electronic submissions shall be in either Microsoft Word or Adobe PDF format. Submissions must be properly marked with contractor name and address, point of contact information, size of business, type of business and DUNs number. Dates: Responses must be submitted to the Department of Veterans Affairs, Denver Acquisition and Logistics Center, on or before 2:00PM Mountain Time on September 12, 2013. Vendors shall identify any proprietary information in their responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. The Government will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends vendors submit electronic versions of, or web links to, previously prepared presentations, documentation, white papers, and other relevant information.
