- NASA/DFRC has a requirement to have Gulfstream Aircraft Company provide DFRC engineering personnel with technical assistance that is desired to facilitate the ERA Adaptive Compliant Trailing Edge (ACTE) Project flight demonstration. This PO will allow a contractual vehicle by which the contractor may supply, on a mutually agreeable basis, data, analyses, and technical information and support as required in support of DFRC modifications to the GIII aircraft. The contractor shall provide feedback on the ACTE Preliminary Flight Loads Report, flap track/fitting - installation drawings, aerodynamic data related to the FIII airframe, review the DFRC ACTE planned aircraft modification (mechanical), review the DFRC ACTE flight test plan, provide a copy of the aileron stress report for the GII and GIII airframe, provide information on the GIII actuators/system, and review the DFRC interface stress reports for ACTE and provide feedback to DFRC engineering. NASA/DFRC intends to purchase the items from Gulfstream Aerospace Corporation due to the proprietary rights of the technical data. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
