Please fill out and return with quote Statement of Work and TerraLOC Application Sheet Approved Brand name Justification Wage Determination 05-2361 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is set aside 100% for Small businesses. The NAICS Code for this synopsis/solicitation is NAICS, 238990, All Other Specialty Trade Contractors, Size Standard $14M. Solicitation/Purchase Request Number F2K4SS3192A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-69, Effective 1 Aug 2013. The Government intends to award one contract with one Contract Line Item (CLIN) for the Purchase and Application of TerraLOC Solution requirement identified below: CLIN 0001: Procurement, Shipping, Preparation, Transportation and Application of TerraLOC 16T for Kirtland AFB Helicopter Landing Zone 31 SPECIFICATIONS: See Attached Statement of Work QTY: 1 Lot Period of Performance: Eight (8) Weeks ARO FOB: Destination INSPECTION AND ACCEPTANCE: Destination In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made based on lowest priced technically acceptable (LPTA). In accordance with FAR 13.106-2(b)(1), offerors are notified that each may be required to provide documentation supporting the price, cost and/or cost realism supporting the quoted prices. Failure to furnish supporting documentation expressly requested and necessary for the agency to perform price, cost and/or cost realism analysis is grounds to reject the quote. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
