Please contact Danny Uhr at uhr.danny@epa.gov to confirm attendance. Questions and Answers through 08/21/2013: 1.Q. What size of ATS do you need for this project? A.The ATS should be sized according to the load provided (150KW/480=312.5A) the switch shall be designed for this, the rating depends on the manufacturer's equipment so I cannot say exactly. 2.Q. What type of ATS cover is required? A.Since the installation is indoors only a NEMA 1 will be required. 3.Q. How is the generator wired? A.The wiring is four wire 3 pole. COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SOL-HQ-13-00012 and that the solicitation is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective August 1, 2013. Quotes are being solicited in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures under full and open competition. Description of Requirement The US EPA Western Ecology Division (WED) Laboratory main site has a 150kW generator which failed during a load test. Due to the age of the generator a determination has been made to replace the unit. Along with the removal and proper disposal of the existing generator, the contractor will provide, install, and commission one (1) new high efficiency 150kW diesel generator with automatic transfer switch (ATS). The contractor shall install the new generator in the same location as the existing. The contractor is to remove and dispose of the existing generator. WED's main laboratory building is a two story structure constructed in the mid 1960's. The structure is designed with offices and labs. The main electrical service enters the main build and is distributed out to other supporting structures. The same schematic is used for emergency electric system. The generator supports partial loads for several buildings through emergency panels. The emergency electrical system supports life and fire safety system as well as critical scientific equipment and limited ventilation systems. WED has plans for infrastructure improvements in the future so this generator will be located outside the building within a secured weatherproof enclosure so that it may be relocated in the future. Period of Performance The anticipated period of performance will run for two (2) months from the date of award. The target award date is September 4, 2013. Federal Acquisition Regulations (FAR) 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and as well as the addendum to the provision found in the RFQ.
