Description
The Department of Veterans Affairs Washington, DC Medical Center (DC VAMC) intends to solicit proposal from contractors in the Metropolitan Washington, DC and Baltimore City area to provide a community based Transitional Housing services to Veterans with Serious Mental Illness (SMI). The DC VAMC is issuing the solicitation August 28, 2013 for this requirement and has a closing date for proposals on September 13, 2013. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Large and small businesses as well as non-profit organizations are welcome to respond; please note credit will be given to Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses having the capacity to provide this service. The NAIC Code for this solicitation is 624221. The Veterans Affairs Medical Center seeks to partner with community providers to establish a Safe Haven: a type of supportive housing that serves hard to reach homeless Veterans with severe mental illness. The purpose of the Safe Haven is to provide low barrier non-threatening 24/7 hours transitional housing for Veterans with severe Mental Health disorder or Co-occurring disorder. This facility will serve the hard to reach homeless Veterans with severe mental illnesses who are on the streets and have been unable or unwilling to participate in supportive services. Contractors will be required to demonstrate their ability to provide services. Contract will be for a period of one (1) plus four (4) base years. The government will use a best value, trade off source selection method under Part 13 of the Federal Acquisition Regulation and anticipates making the award of fixed price, indefinite delivery, indefinite quantity contract for this requirement. To be eligible for award, contractors must be registered in the SYSTEM FOR AWARD MANAGEMENT data base (SAM) at www.sam.gov. Registration is free and potential offerors are encouraged to visit that SAM website and register as soon as possible to avoid delays should they be selected for a contract award.
