Title: Service agreement for the FACS Core 37 Facility manufactured by BD Biosciences Document Type: Presolicitation Notice Solicitation Number: NCI-130114-TK Proposed Posted Date: August 26, 2013 Proposed Response Date: September 9, 2013 Classification Code: J - Maintenance, Repair, and Rebuilding of Equipment NAICS Code: 82119 Business Size Standard: $19 Million Description The National Cancer Institute (NCI) Dermatology Branch plans to procure on a sole source basis a Service agreement for the FACS Core 37 Facility manufactured by BD Biosciences at 2530 Qume Drive San Jose, CA 95131. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code is 82119 and the business size standard is $19 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: One year from the time of award. The FACS Core 37 Facility supports the CCR scientific research community by providing instrumentation and expertise to perform state-of-the art cell sorting. The laboratory currently houses four cell sorters. These instruments are in daily use serving over 100 scientists every year. They need to be kept in optimal condition with scheduled preventive maintenance and, if out of service, need to be repaired as quickly and efficiently as possible. The FACS Core Facility provides flow cytometry and cell sorting support to all the laboratories in the NCI Center for Cancer Research. The LSRII is a special order research project that was designed by the manufacturer specifically for the FACS Core Facility's needs. Over 200 individual scientists run experiments on the FACS Core equipment in a year's time. The LSRII and the 2 FACS Caliburs are available to trained users on a 24/7 basis. It is critical that these instruments remain in excellent operating condition at all times. It is also important that the quality of the results from these instruments be kept at a consistently high level. Many of the experiments, if unable to be run on the cytometers or sorters as scheduled cannot be rescued. It is also important that the instruments be kept current with software upgrades and product corrective actions. The manufacturer is the only known qualified vendor to provide software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance. A 48 hour response time is needed for the FACS Aria II. Timely repair is necessary for this busy core lab instrument. This is not a solicitation for competitive quotations. However, if any interested party, especially a small business, believes they can meet the above requirement, they may submit a proposal. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The proposal must be received at the NCI Office of Acquisitions on or before 4:00 PM EST on September 9, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
