Description
NASA KSC has a requirement for TECOM Broadband Omni directional Slant Linear Biconical RF Antenna 0.5 18GHz Part # 825771-001 (quantity of six) and TECOM Broadband Omni directional Slant Linear Biconical RF Antenna 12 40GHz Part # 800881-001 (quantity of six). NASA KSC intends to purchase the items from TECOM Idustries, Incorporated, 375 Conejo Ridge Avenue, Thousand Oaks, CA 91361. NASA KSC is augmenting the existing Real Time Automated Radio Frequency Monitoring Systems (ARFMS) with TECOM hardware. This augmentation of the current existing ARFMS with like hardware reduces any interoperability with hardware and software to maintain compatible RF data analysis with current existing RF hardware implemented at KSC. TECOM antennas are in use today so to reduce interoperability issues if other hardware is used would cause communication errors, recalibration of all existing sensors, rewriting the software to adjust for different antenna factors with ARFMS Software. The ARFMS requires operations with no interoperability concerns which are currently in existence at KSC. This TECOM Antenna hardware is compatible with the existing hardware which performs the analytical detection analysis and data gather methodology. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, August 30, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
