- Attached is a DRAFT statement of work. FITNESS CENTER - STAFFING (MSD) The United States Marshals Service (USMS), on behalf of the Management Support Division (MSD), intends to procure services to provide personal fitness specialist(s) for basic instruction and/or help on various athletic training equipment and weights and a group fitness instructor(s) to lead group exercises classes. The work to be performed under this contract shall be performed at the USMS Fitness Center (USMS-HHF), currently located at The Crystal City Shops, 1600-B Crystal Square Arcade, Arlington, VA 22202. The USMS Fitness Center(USMS-HFF) supports the headquarters offices in Arlington USMS Headquarters building. The Fitness Center is approximately 4,540 square feet of enclosed gym space, a male and female locker room. The gym equipment ranges from various athletic training equipment (approximately 4 Stationary bikes, 3 treadmills and 3 elliptical) to free weights (bench press, incline press, squats, arm curls, leg press, etc.) and machine weights (leg curls - quads, leg curls - hamstring, leg press, incline press, lat rows, crunches and a universal machine). It is the responsibility of the Contractor to sanitize training equipment after customer use; report defective/inoperable equipment requiring repair or replacement; vigilant-monitoring of equipment /class usage and compliance of safety regulations; reporting of patron injuries or accidents; rendering First Aid or CPR and calling for emergency medical assistance (i.e. 911); and timely reporting of any health, safety, and fire code violations observed in accordance with accepted commercial standards, practices, and laws. This is a market survey / sources sought for informational purposes only, and shall not be construed as a Request for Proposal. Currently, there is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. Only Small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code812990 with a size standard of less than 7 million dollars in business are encouraged to submit their capability packages outlining their experience in providing the requested services. The general specifications are below: The fitness specialist must possess the following education and experience: • Personal training certified with ACE, AFAA, NSCA, NASM, Cooper or Similar • CPR, AED and First Aid certification • Has a minimum 0-1 years of experience. The fitness specialist must possess the following knowledge, skills, and abilities: • Full understanding of all exercise equipment and proper operations; • Good communication skills and ability to instruct and teach; • Work independently with minimal supervision. The group fitness instructor must possess the following education and experience: • Holds a nationally approved group fitness certification • Have the knowledge to instruct a variety of group fitness exercise classe • CPR, AED and First Aid certification • Has a minimum 1 year of group exercise movement experience. The group fitness instructor must possess the following knowledge, skills, and abilities: • Full understanding of all exercise equipment and proper operations; • Good communication skills and ability to instruct and teach; • Work independently with minimal supervision. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 am EST, 3 SEPTEMBER 2013, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date, or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the System for Award Management at https://www.sam.gov/portal/public/SAM/.
