- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Physical Measurement Laboratory (PML), intends to negotiate with Newport Corporation; Irvine, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b)(1)- only one responsible source and no other supplies or services will satisfy agency requirements, to purchase motorized rotation stages. The NIST PML has a requirement for six motorized rotation stages. These items will be components in an existing facility that is using 2 existing compatible controllers, 4 motorized translation stages and 4 motorized rotation stages, all of which were manufactured by Newport. All new stages will be used as integral components in a new integrating sphere system. The new sphere system design incorporates and requires the use of these Newport stages. Also, the stage controller is operated remotely from a PC computer using NIST written custom software. Such stages require a controller(s) to operate. NIST requires drop-in compatibility with the existing controller and interchangeability of the rotation stages. Also, the stages need to work with existing software programs that operate the motion of this device via our existing controllers. The obtain stages from a different vendor at this stage would result in substantial duplication of cost to the Government, such as labor to re-write software and re-engineering/refitting of hardware to achieve compatibility, as well as unacceptable delays that would significantly restrict the ability of NIST users to perform experiments and research. The NAICS Code is 334519- Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Newport Corporation for this requirement in the 4th quarter of fiscal year 2013. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Eric Bubar at eric.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than September 9, 2013 at 5:00 pm.
