Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Simplified Acquisition and Grants Office on behalf of the National Weather Service's Office of Climate, Water and Training Division using procedures in FAR Parts 6 and 13 intends to negotiate on a sole-source basis for a (4) four month purchase order with the American Meteorological Society (AMS). The purpose of this requirement is to have the ability to have unlimited online access to the Monthly Weather Review, Weather Forecasting, and Weather, Climate and Society journals. The three Journals (Monthly Weather Review, Weather Forecast, and Weather, Climate and Society) are published by the AMS the leader in meteorological and hydrological science and technology for weather forecasting and research in the United States. The AMS is also recognized throughout the world as one of the leading groups in the field of meteorology and hydrology. The journals are required for the NWS Weather Forecast Offices and other forecasting centers within the NWS to enable our personnel to keep current in their profession; to participate with research groups in various universities and laboratories in the development of new forecasting techniques; and to do collaborative research and development program for the continued advancement of forecasting products and warning capabilities. Most of the research being pursued by Weather Service personnel is reported upon in these and no other journals. The journals contain the latest research and technological results in the areas which the NWS is most interested in pursuing with other leaders in the field of meteorology and hydrology. Current issues of the journals are critical for maintaining currency in the fields of meteorology and hydrology and to become aware of ways to improve forecast and warning capabilities. This acquisition is being sole sourced because AMS is the sole manufacture that publishes the articles submitted by its authors and does not allow any other companies to duplicate their articles and/or journals. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 813920, 14 million business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to anthony.webb@noaa.gov by September 10, 2013, 11:00 a.m. local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-69. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
