- COMBINED SYNOPSIS/SOLICITATION N62306-13-T-MB13 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; responses are being requested; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The RFQ number is N62306-13-T-MB13. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-69 and DFARS Changes Notice 20130808. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 511210 Software Publishers and the Small Business size standard is $35,500,000. This procurement is unrestricted. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a sole source, fixed price purchase order to SPLUNK, Inc., 250 Brannan St 2nd FL, San Francisco, California, United States. The requirement is for: Splunk 5GB/Day service with inclusion of One Option in accordance with Specifications. SPLUNK, Inc. is the manufacturer of the specified supplies and hold proprietary rights to the components. The components are not available from a third party. Option One will be for 5GB/Day License for USNO with a period end date of May, 28 2014. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the Option. Delivery is requested to reflect POP stated within the Specifications, FOB: Destination to Stennis Space Center, MS 39522-5001. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.217-7, Option for Increase Quantity-Separately Priced Line Item. FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; and FAR 52.217-7. Quoters are reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. Additional contract terms and conditions applicable to this procurement are DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Item and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including FAR 52.237-34 FOB Destination. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFQ no later than 5 calendar days after publication of this solicitation. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. See Note 22. This announcement will close at 4:00 PM, CST on 4 September 2013. Quotes are to be submitted to Will.Garrett@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Registration and Wide Area Work Flow (WAWF) to be considered for award. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements.
