Description
This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FBO. The Naval Undersea Warfare Center Division Newport has a requirement for transducer fabrication, testing support, test & evaluation and program tracking services in support of NUWCDIVNPT Sensor and Sonar Systems Department Underwater Sound Reference Development Branch for the acoustic reference transducers loan program. Work shall be performed at NUWCDIVNPT in Newport, RI and at the Leesburg Facility in Okahumpka, FL. A firm fixed price, not to exceed type purchase order is anticipated. Total estimated Level of Effort is 1,935 man-hours. Service Contract Act (SCA) will be applicable if proposed SCA labor hours exceed 20% of total hours. Clearance to SECRET level is required. NAICS Code 541330, Size Standard is $35.5M. This requirement is unrestricted. Further details will be provided in Solicitation #N66604-13-Q-2613, which is anticipated to be released on or about 09/12/13. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Award will be made on the basis of "Best Value". Evaluation criteria are Technical Approach, Personnel, Past Performance, and Price. When combined, Technical Approach, Personnel, and Past Performance are significantly more important than Price. It is anticipated that a 3 year follow-on requirement will be in process shortly. Required period of performance is approximately 6 months, estimated to begin approximately 10/23/13, F.O.B. Destination Naval Station Newport; Newport, RI.
