- DLA Land at Aberdeen anticipates issuing a Request for Proposal (RFP) on or about September 2, 2013 for a One Time Buy (Spot-Buy), Firm Fixed Price (FFP), for the following item: Nomenclature: Mounting Base, Electrical Equipment - Control-Monitor C-12754/VRC, Installation Kit Approved Manufacturer: Exelis, Inc. NSN: 5820-01-607-7465 CAGE Code: 31550 P/N: A3317431-2 The Government does not own the technical data. This requirement supports the Single Channel Ground and Airborne Radio System (SINCGARS). The resultant contract will have an option period to be included in the solicitation. The initial quantity being procured is 462 each. There is also a 50% quantity option for up to 231 each that may be exercised at the discretion of the Government. FOB destination and inspection at origin is required. The shipping destination will be: DODAAC: W25G1U W1BG DLA Distribution DDSP New Cumberland Facility 2001 Normandy Drive Door 113 to 134 New Cumberland, PA 17070-5002 Based on market research, this item is manufactured for military use only and is not commercial; therefore, the Government is not using the policies contained in FAR Part 12 in its solicitation for this item. The required delivery is 50 each 210 Days after Contract (DAC) and 50 each, 30 additional days thereafter until completion. Items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the US by the Trade Agreements Act of 1979. All offers shall be in the English language and in US dollars. All interested suppliers may submit an offer. The NAICS code for this NSN is 334220. This procurement will be unrestricted. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offeror's proposed prices will be publicly disclosed to other offeror's and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror's (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., quote mark Offeror A quote mark ). By submitting a proposal in response to the solicitation, offeror's agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offeror's, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307.
