- Request for Proposal Evaluation Factors for Award Statement of Work Pursuant to FAR 5.101(a)(1) the United States Department of Agriculture (USDA), Economic Research Service (ERS) intends to procure services for Umbraco Certified Gold Partner to review and improve the Umbraco website/CMS implementation-specifically the general architecture, features/controls, usability, and the publishing/deployment mechanism-in order to improve the quality and value of the agency website and delivery of research information products, as well as the efficiency of the process used to manage and deliver those products. (Gold Certified Partners have access to a direct line of support and architectural advice from the Umbraco Headquarters and core team for all Umbraco projects, bug-fixes, and developer support; and unlimited access to all the productivity-boosting add-ons offered by Umbraco, ensuring that developers work as efficiently as possible, high quality code, and decreasing bugs.) This includes: • Identifying issues that may be inhibiting ERS's use of Umbraco to its fullest extent (features, performance, reliability, usability, and deployment), and providing guidance and assistance on correcting any identified issues. This would also include guidance on providing well-structured content to better facilitate multichannel/multidevice and adaptive reuse. • Providing guidance/best practices on building an Umbraco development environment that accommodates multiple developers, source control (including CSS, JavaScript, and templates), frequent builds and build deployment (using the Microsoft suite of tools such as Visual Studio and Team Foundation Server); and identifying and advising on outstanding issues that may complicate this effort Attachment#1 is the Request for Proposal. Attachment #2 is the Statement of Work (SOW) and Attachment# 3 is the Evaluation Criteria. Contractors will be evaluated on a Buy Best Value basis. Using the evaluation factors. NAICS code is 541618.
