This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-32SC-S-13-0069 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333120 (Construction Machinery Manufacturing), with a small business size standard of 750 employees. This is a Brand name purchase description. A Brand Name Justification and Approval is included with this synopsis/solicitation. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): 0001) Kubota B26 Loader Backhoe with 18" Pin on Backhoe Bucket, 60" QA Loader Bucket, Bolt on Edge, and Three Point Hitch Drawbar, Qty: 1 Each Specifications: This must be a Kubota B26 Loader Backhoe with an 18" Pin on Backhoe Bucket, a 60" QA Loader Bucket, Bolt on Edge, and Three Point Hitch Drawbar. Trade-Ins: There are two tractors available for trade. One is a 1982 Ford M5600 with 5,648.4 hours. The other is a 1986 Kubota L2250 with 1,330.8 hours. The Ford does not run and the front tires are flat. There are no attachments included. The Kubota does run and is in fairly good condition. A front end loader and a broken Woods 650 backhoe are attached to it. Pictures are included with this notice. The Contractor shall provide all items F.O.B. destination. Location of the Government site is the U.S. National Arboretum, Washington, D.C. 20002 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include trade-in value of old tractors). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Net Price (price of B26 Loader/Backhoe less trade-in values for two old tractors) and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
