- Pursuant to FAR 6.302-1 and 41 USC 253(c)(1) Only One Responsible Source, the United States Department of Agriculture (USDA), Agriculture Research Service (ARS), intends to award a five (5) year sole source requirement for Annual Software License Agreement renewal with WESTAT, Inc. for Blaise Software License for Computer Assisted Interviewing and Survey. Blaise software suite is developed by Statistics Netherlands. WESTAT, Inc. is located in Rockville, Md. This product provides for a license subscription renewal for the National Statistical Service (NASS). The base period will be from October 1, 2013 through September 30, 2014 with four (4) renewable 12 month option periods. WESTAT is the only known available source for the Blaise Computer Assisted Interviewing Software License. The subscription effective date is October 1, 2013. THIS IS A NOTICE OF INTENT AND IS NOT A REQUEST FOR PROPOSALS. This notice is for information purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the service identified above are invited to submit substantiating documentation, in writing, to the identified point of contact below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephonic communications will be accepted in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. NAICS Code is 511210. The business size standard is 35.5 million. The anticipated date of award is September 20, 2013. Questions shall be submitted by 10am, September 5, 2013.
