- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Crane Division, Naval Surface Warfare Center intends to issue Job Orders under Basic Ordering Agreement (BOA) on a sole source basis to Raytheon Company 2501 W. University, McKinney, TX 75070 for the Multi-Spectral Targeting System (MTS) AN/AAS-44C(V), the AN/AAS-52(V), the AN/DAS-1A and other derivatives. The MTS is a Forward Looking Infrared Systems (FLIR) for-Systems, support including repair, production, engineering services, maintenance, and upgrade. These systems are used on the MQ-1 and MQ-9 Unmanned Aerial Vehicles, the MH-60R multi-mission helicopter and other platforms (US and Foreign Military Sales). The BOA will be placed in accordance with the statutory authority of 10 USC 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The period of the BOA is for five years. The estimated amount of the BOA is $445 million and was awarded in Jul 2012. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency's requirement through any other source. This synopsis is issued to advertise the BOA and requirements that will be met through orders placed under the BOA for a one year period. Contractor must be registered with the SAMS database.
