- The Department of Veterans Affairs, Network Contracting Office 7, intends to award a one year, and four (4) option years, sole-source contract to procure unlimited service and one preventative maintenance visit on the Alcon Infiniti Vision system EE# 167064, S/N: 0803185401Xcurrently utilized at the Ralph H. Johnson VAMC from Alcon Laboratories. The contractor supporting this service of the Infiniti Vision system shall provide: a.Preventative Maintenance: a.Preventative maintenance will be carried out according to the manufacturer's recommended schedule. Preventative maintenance generally includes checking mechanical and electrical safety, lubrication, functional testing and adjusting for optimum performance as specified in the detailed preventative maintenance work plan. b.Remedial Maintenance: a.Vendor shall provide remedial maintenance service on the equipment when requested by the Customer, as well as planned maintenance inspections, when scheduled in order to keep the Equipment operating in accordance with the manufacturer's specifications. c.Replacement Parts: a.Vendor shall supply at its own expense, necessary parts, provided replacement of the parts is required because of normal wear and tear or otherwise deemed necessary by vendor and VA. All Parts will be new, standard parts, or used, reworked or refurbished parts that comply with applicable performance and reliability specifications. d.Software Maintenance: a.Vendor shall provide all maintenance and updates for Alcon operating system software. Such updates will solely enhance previously purchased capacities of the Equipment. Operating system software upgrades that provide new features or capabilities or that require hardware changes will be offered to VA at purchase prices established by Alcon. In addition, some upgrades may require Applications Training performed by Alcon personnel that will be offered at prevailing rates. There are no other vendors that can supply the services that are required to maintain this equipment. There are vendor specific parts and supplies that are used in maintaining this equipment that cannot be supplied by 3rd party vendors. The medical center currently utilizes medical equipment manufactured by Alcon Laboratories, Inc. When the unit is not functioning properly it has been determined that the original equipment manufacturer is required to repair the device, as they have been the only service company available since the end of the warranty period. The equipment is used daily in delivering safe patient care and failures are required to be repaired immediately. Downtime can cause significant delays to critical patient care and can increase the amount of time before our Veterans are served increasing the potential to send patients out on fee-basis. NAICS Code: 811219; Other Electronic and Precision Equipment Repair and Maintenance (Size Standard $19.0m) This proposed procurement is for services for which the government intends to solicit and award with only one source in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to this requirement no later than September 3, 2013, 4 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
