- The U.S. Army, 409th Contracting Support Brigade, Theater Contracting Center, Unit 23156, APO, AE 09054-3156, has a requirement for a compact mini-excavator for the U.S. Army in Europe. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, utilizing procedures outlined in FAR Subpart 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as a Request for Quote (RFQ); solicitation number is W564KV-13-T-0129. A firm fixed price contract is being contemplated for this requirement. (iii) In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68 effective 26 June 2013. The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil. (iv) The acquisition will be conducted on a full and open competition basis. The government intends to award this contract as a Firm-Fixed Price contract to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government in the area of price. (v) The contract line items (CLINs) for this acquisition are as follows: See attachment 01 for details (vi) The technical specifications of the requirements for the items to be acquired are provided in Attachment 01 (reference salient characteristics) to this combined synopsis/solicitation. (vii) Delivery is to be made within 60 days of contract award. (viii) See attachment 01 for solicitation provisions and clauses that are applicable to this solicitation. (ix) The Defense Priorities and Allocations System (DPAS) rating are not applicable. (x) Offers shall be submitted no later than 1000, 16 September 2013, CET. The date and time is based on the local time in Kaiserslautern, Germany, Central European Time (CET).
