Description
Sources Sought on M32 Line Throwing Cartridges Description:The Project Manager for Maneuver Ammunition Systems (PM-MAS), Picatinny Arsenal, NJ and the Army Contracting Command-New Jersey (ACC-NJ) are currently seeking to identify potential sources capable of supporting a technical data package (TDP) update, testing, and manufacturing of.45-70 M32 Blank Line Throwing Cartridges (A477). The.45-70 M32 Blank Line Throwing Cartridge is designed to function in the Bridger Line Throwing Device. These rounds are primarily used for throwing brass rods attached to mooring lines/towing lines for Army watercraft. The cartridge configuration consists of a copper alloy cartridge case, a non-corrosive primer, smokeless propellant, sealing wads, and a waterproofing material. Since this is a blank cartridge, some of the performance requirements are based on how the brass rod functions with the line attached during firing. Cartridge performance requirements include velocity (of the brass rod), chamber pressure, and range (of the brass rod) at cold, ambient, and hot temperatures, as well as waterproofness, primer sensitivity, and residual stress. All blank cartridge manufacturing steps, including but not limited to, case draw, priming, and loading are specific production capabilities. Performance testing capabilities include, but are not limited to, ballistic test facilities and equipment for measuring velocity, pressure, range, primer sensitivity, and residual stress. Specific skills required include, but are not limited to: ammunition engineers, inspectors, machine operators, and ballistics test personnel for performance testing, and in-process and final inspection personnel. First Article Test (FAT) and Lot Acceptance Test (LAT) are anticipated for this contract. Specifications: The Government does have a basic TDP for the M32 Blank Line Throwing Cartridge which will serve as the baseline for the design portion of this contract which includes a top level drawing (#7553068) and a specification (MIL-C-12779C). The updated TDP design will be used for the production portion of this contract. To request a copy of the TDP, please contact the POC listed below. Energetic materials used (primer/propellant) must be listed in the NATO Catalog of Qualified Explosives AOP-26 or the SW010-AG-ORD-010 (Technical Manual for List of Explosives for Navy Munitions). Planned Acquisition: The planned acquisition is for a single contract for the production of 500 test cartridges in FY2014 along with the production of 100,000 A477 cartridges. Multiple awards may be made for the initial A477 cartridge testing. If multiple awards are made, the Government will likely downselect to a single contractor for the 100,000 A477 production cartridges. The selected contractor will also be required to deliver a Technical Data Package with Government purpose rights. Submission Information: All responsible interested sources should submit a brief summary of their design experience, production and testing capabilities, as well as a brief description of facilities, personnel and past manufacturing experience as it relates to the above criteria. Submittal of information is requested via electronic mail only, no later than 30 days from the date of this notice. Please include company name, address, CAGE code, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). For planning purposes, offerors are also requested to provide a rough order of magnitude (ROM) and anticipated timeline to complete a small test sample cartridge build as well as qualify and produce a final design of 100,000 cartridges.
