Description(s): THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ). Subject to Availablility of funds*** PREFORMANCE WORK STATEMENT ASSISTANT EDUCATION TECHNICIAN GEILEKIRCHEN NATO AIR BASE, GERMANY 1. DESCRIPTION OF SERVICES: Non-personal services as an Assistant Education Technician (AET) in support of the United States Air Force voluntary off-duty education program, to provide professional counseling and advisement, information, and document and record preparation for Air Force personnel at Geilenkirchen NATO Air Base, Germany. 2. QUALIFICATIONS: The AET must have: -Completed a Baccalaureate Degree from a regionally accredited institution OR -An Associate Degree from a regionally accredited institution with at least four years military experience Excellent customer service skills and verbal communication skills are essential. Must have gained experience in a similar position on a military installation within the last 12 months. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS 7, Microsoft Word, PowerPoint, Excel and Access is desirable. Bids shall be submitted with qualification and school transcripts that reflect the award of the degree(s). Contractor shall perform at a minimum of one year. 3. UNIT/PAYMENT: A unit shall consist of a four-hour time block during which appropriate counseling and advisement services are provided. The AET shall provide at least a minimum of five counseling sessions per unit. (IE: Within the four-hour time block, at least five counseling sessions must be conducted.) Bids should be on a unit basis. Contractor will be required to submit invoices for payment through Wide Area Work Flow (WAWF), with a hard copy log/time sheet given to the Education Services Officer for processing. The number of units per day will vary according to the work load. During Promotion test cycles, AET will be required to work two units per day, as directed. Units will not be worked on holidays observed by Geilenkirchen or when the office is closed or outside the normal work hours of 0800-1630 M-F. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 4. SPECIFIC DUTIES: a. The AET shall provide the services identified in paragraph 1 as required. This shall include the following subject areas as the needs of the students dictate. (1) Community College of the Air Force (CCAF) (AFR 53-29, CCAF catalogs, CCAF updates, and Counselor's Handbook) (2) Off-duty adult continuing education (AFI 36-2306) (3) Defense Activity for Non-Traditional Education Support (DANTES) (DANTES catalogs) (4) Air Force tuition assistance (AFI 36-2306) (5) Financial aid (The Student Guide, Bluebooks, et al) (6) Testing for credit (DANTES Examination Program Handbook- DEPH) (7) Veteran's Administration educational benefits (VA circulars) (8) Correspondence program (DANTES catalogs) (9) Independent study (DANTES Independent Study catalog) b. The AET works with the following forms and special web based programs, as required in support of the education programs (new forms or changes to forms will be provided by the Air Force): (1) AF 56, Application for Training Leading to a Commission in the United States Air Force (2) AF 118, Refund of Tuition Assistance- Education Services Program (3) AF 968- Community College of the Air Force (CCAF) Registration (4) VA 22-1990, Application for Educational Benefits (5) VA 22-1995, Request for Change of Program or Place of Training (6) Air Force Portal (7) AFAEMS (8) CCAF (9) DANTES (10) AFIADL (11) Weighted Airman Promotion System (WAPS) (12) Others as they become part of the Air Force Education System. c. The AET will prepare and maintain all required correspondence, forms, records, and documentation needed to support the services provided. The AET will assist eligible personnel with applications for tuition assistance, special programs, or other requests associated with the off-duty education programs. The AET will maintain all Air Force owned resource materials, furniture, equipment, and supplies. d. Other duties include, but not limited to: (1) Submit and review announcements and pertinent information for the GK Bi-Weekly bulletin. (2) Update bulletin board with current information and class schedules for on- base schools. (3) Manage Classroom schedule working with local institutions and units to maintain an up-to date comprehensive classroom schedule. (4) Brief incoming members twice monthly at the GK & JFC base INTRO (5) Maintain Study Guide inventory data base, contacting students when materials are overdue. 5. CONTRACTOR FURNISHED MATERIALS: The AET shall not be required to furnish any materials, equipment, or property relevant to this position. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS: a. Security Training. The contractor will complete initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". b. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employee and non-government owned vehicles. c. Traffic Laws. The contractor shall comply with base traffic regulations. d. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately owned vehicle while on Geilenkirchen Nato Air Base. e. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. f. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. g. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. h. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. i. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. (1) The contractor shall immediately report to the Education Services Officer or Program Manager any occurrences of lost or duplicated keys. (2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. (3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. j. Lock Combinations (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENTS: a. The AET will present and maintain a professional image with the public, clients, and education staff members. The AET will maintain regular contact with the Geilenkirchen Education Center and will notify the Education Center if a call schedule change becomes necessary. The Education Services Officer (ESO) will concur prior to any changes. b. Incumbent must inform the ESO of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the ESO at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of on base college registration periods. The contractor may utilize the services of a trained substitute after advising the ESO and receiving permission. 8. TERMS OF CONTRACT: Contract will cover 1 November 2013 through 30 October 2014, plus a 2 year renewable at option of the Education Services Officer.
