- The USDA, Animal and Plant Health Inspection Service (APHIS), National Veterinary Stockpile (NVS) intends to issue a sole source award using commercial and simplified acquisition procedures for one portable foam depopulation unit (and training event /material upon initial delivery) to be used to supplement existing supply of units in the nation's repository of critical veterinary supplies and equipment maintained for use for future possible animal emergencies. The award will be made to 21st Century Foam located in East Bend, NC. This will be a one-time FFP (Firm-Fixed Price) contract. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies.
