Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB). plans to procure on a sole source basis services to measure immunoreactive inhibin B levels in serum using enzyme-linked immunosorbent assay (ELISA) assays from the University of Southern California Division of Reproductive Endocrinology, Department of Obstetrics and Gynecology, Krek School of Medicine, 1240 N. Mission Road, Los Angeles, CA 90033. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/HREB, is conducting an analysis to evaluate correlations between previously measured endocrine disrupting chemicals and serum- anti- Müllerian hormone (AMH) and inhibin B levels in the National Health and Nutrition Examination Survey (NHANES) 1999-2000, 2001-2002 and 2003-2204 including 1520 samples from men and 40 quality control samples. The etiology of Testicular Dysgenesis Syndrome (TDS), a collection of male reproductive disorders, is not known although a major hypothesis suggests this syndrome is related to proliferation of endocrine disruption chemicals (EDC) in the environment and their interaction with steroid hormones. HREB will examine the relationship of EDC and steroid hormones in the NHANES cohort. The USC laboratory is the only known source able to conduct the analysis using 50 uL amount of serum and previously examined inhibin B levels in males in a range of other studies. USC's expertise in this regard will enable the current study to compare the levels with levels determined by the lab in prior USC investigations, which will add significant value to the study. In addition, in order to maintain standards and compare levels it is necessary that the services be provided by the same contractor This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote, which will be considered by the Government. The responses and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on September 12, 2013. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
