- Description
- The Department of Commerce (DOC), the National Institute of Standards and Technology (NIST), is working with the Advanced Research Projects Agency-Energy (ARPA-E) of the U.S. Department of Energy, to build a state-of-the-art Facility for Adsorbent Characterization and Testing (FACT). The FACT aims to serve the sorbent materials research community as an impartial source for testing and characterization of sorbent materials, by establishing reference materials and testing procedures, by supporting ARPA-E funded research, and by building an informed research community around sorbent materials testing and characterization. The FACT requires a high resolution CCD camera and precision video microscope to use with an existing NIST owned VTI-SA+ gravimetric sorption analyzer from TA Instruments with the following minimum requirements: 1. 1/1.8-type Progressive Scan IT CCD camera 2. A UXGA (1600 x 1200) resolution and a frame rate of 15 fps. 3. The video signal output shall be gigabit Ethernet with a transfer rate of 1 Gbit per second. 4. The camera shall be equipped with a precision video microscope at 2.5X magnification resulting in clear, high resolution images of VTI-SA+ samples. 5. Camera control shall be integrated into the operating software for the VTI-SA+. 6. The CCD camera shall be stable at temperatures up to 60 degrees C. 7. The CCD camera shall be removable by the user, so that the VTI-SA+ gravimetric sorption analyzer can, also, be used for experiments above 60 degrees C. 8. The CCD camera shall allow the VTI-SA+ gravimetric sorption instrument compatibility with Carbon Tetrachloride, Chloroform, Methylene Chloride, Trichloroethylene, 1,2 dibromoethane, o-dichlorobenzene, Benzene, Cyclohexane, n-hexane, 1,1,1, trichloroethane, Toluene, Methylcyclohexane, n-heptane, p-xylene, n-octane, n-decane, Ethyl Acetate, Acetone, o-xylene, m-xylene, MEK, THF, Acetonitrile, DMF, MPK. It is NIST's intent to sole source the requirement to: TA Instruments, New Castle, DE The NAICS code is: 334516. It is anticipated that one purchase order will be issued. This is not a Request for Quotes. Sources interested in this requirement must provide a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. Responses must be in writing and must be received within seven (7) calendar days from the date of this notice. A determination by the Government not to compete the proposed contract based on responses from this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
