Description
DD 254 This is a Presolicitation notice only; no proposals are being requested at this time. Furthermore, no draft Request for Proposals (RFP), Statement of Work (SOW), or Performance Specification (PSPEC) will be available prior to release of the solicitation. This Presolicitation Notice is being posted in advance of Solicitation No. M67854-14-R-0001 under NAICS 336992 for the design and development services to assist Program Executive Officer Land Systems in improving force protection to the Marine Corps Legacy Assault Amphibious Vehicle (AAV) Personnel Carrier Variant Platform. The forthcoming solicitation will be issued as a full and open, unrestricted competition. Information contained in this notice is subject to change. The Government intends to make award(s) to responsible Offeror(s) for the purpose of completing Preliminary Design Review (PDR), Critical Design Review (CDR), test support, EMD prototypes, and Low Rate Initial Production (LRIP) vehicles to upgrade and sustain the Legacy AAV. The Government intends to award multiple Firm Fixed Price (FFP) contracts for the design phase and down-select to one (1) Contractor to exercise FFP option CLINs for EMD prototypes, LRIP vehicles and testing in support of these vehicles. The Government intends to host an industry day with potential prime Contractors approximately 14 days after Request for Proposal (RFP) release in the Quantico, Virginia area. Prime Contractors will be limited to two (2) representatives. The solicitation will be unclassified, although some information contained in the Annexes will be classified. Classified information will be available but will not be provided to any prospective Offeror unless approved by Marine Corps Systems Command (MCSC) Security. Prospective Offerors may pre-qualify by submitting a letter to the Contracting Officer, Stacey R. Coolican via email at stacey.coolican@usmc.mil that includes the Company Name, CAGE Code, name/phone number of the Facility Security Officer and the classified mailing address. This information will be utilized to verify the Offeror's Facility Clearance level for receipt and storage of classified information. If a prospective Offeror is determined eligible to receive the classified documentation, the document will be provided via registered mail after release of the solicitation. IMPORTANT: If an Offeror is unable to receive the classified annex, and therefore unable to provide a responsive proposal, they will not be eligible to be considered in the evaluation phase and will not receive a copy of the solicitation with all the attachments. Only U.S. based companies with DSS Facility Clearance at the Secret Level, or higher, will be considered as a prime contractor. All documentation requests and distribution shall be in accordance with the attached DD 254. Award(s) will be made to responsible Offeror(s) whose offer represents the best value to the Government in terms of technical/risk approach, management and schedule, past performance, and price. Evaluation factors will be identified in the RFP. The Government anticipates releasing RFP M67854-14-R-0001 on or around 16 October 2013. No hard copy of the RFP will be available. Amendments, if any, will be sent to the same location as the RFP. The complete RFP package, including amendments, should be reviewed prior to submitting a response. Proposals will be due approximately 60 days after solicitation issuance. The proposal shall be submitted in hard copy form. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Offerors are instructed to hold all questions until the RFP has been issued. All questions shall be in writing to the Contracting Office at stacey.coolican@usmc.mil with a copy to maria.britton@usmc.mil. NO PHONE CALLS WILL BE ACCEPTED. ALL COMMUNICATION SHALL BE MADE VIA E-MAIL WITH THE CONTRACTING OFFICE. PROSPECTIVE OFFERORS ARE CAUTIONED AGAINST UNAUTHORIZED COMMUNICATION WITH THE SOURCE SELECTION TEAM.
