Description

Sole Source Justification The USDA Forest Service Western Wildland Environmental Threat Assessment Center (WWETAC) intends to negotiate on a sole source basis under the authority 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements with Systems for Environmental Management, Missoula, MT for linking the forest vegetation simulator to the minimum travel time fire simulator and building a streamlined landscape simulator to address fuel management investment decisions. Contract requires extensive knowledge of source code for FVS, LSIM wildfire models, and interactions among all the model components. Also requires extensive knowledge about data structures, I/O, multithreading, and source code in multiple languages. The proposed contractor has been involved with similar work with the scientists at WWETAC for the last two years. The contractor created the current version LSIM, a re-engineered version of FVS. This notice is not a request for competitive proposals, however, all responses from responsible sources will be considered. All responses must be submitted in writing within 15 calendar days of publication of this notice.
