Description
National Cancer Institute (NCI), Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis data describing the genotypes for 29 SNPs from 3000 new cases of GC and 3000 new controls from Beijing, China. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 621511 and the business size standard is $30.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is three (3) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The contractor shall provide genotype information of the genotypes for 29 SNPs from 3000 new GC cases and 3000 new controls. The contractor will also provide information on subject age, sex, alcohol use, and smoking use. Project Background The Nutritional Epidemiology Branch (NEB), Division of Cancer Epidemiology and Genetics, NCI conducts intramural research in areas related to nutrition, metabolism, genetics and cancer which are aimed at understanding the etiology of cancer in humans. Focus areas of NEB research include cancers of the stomach (aka gastric cancer). NCI has been conducting genome wide-association studies (GWAS) of gastric cancer in China for several years. NCI has completed an independent analysis genetic susceptibility to gastric cancer and need independent replication in other populations. Justification Through months of research, NCI has not found any business, of any size, that has the samples needed to perform this work other than the Cancer Institute in Beijing. CICAMS is the equivalent of the US NCI. They have a specialized collection of samples that are needed and no other company collects DNA samples from cases of esophageal or gastric cancer in China. The NCI has already worked with CICAMS to investigate the genetics of gastric cancer cases in China and have previously reported that a number of genes, and changes within genes, might be involved in determining risk of gastric cancer in people in China. The unique library of DNA samples available at CICAMS will allow us to test whether our previous findings can be replicated and whether, we can therefore be very confident that certain genes, and alterations within these genes, might determine a person's risk of gastric cancer in these high-risk areas. If we can be more confident about how a person's genetics might determine their risk of cancer we move closer to understanding how we might identify people at particularly high risk and intervene to try and prevent people from dying of gastric cancer in this region. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00EST, on September 19, 2013. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Jonathan E. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through www.sam.gov.
