Description
The National Cemetery Administration issued a requirement for Concrete Grave Liners under Solicitation Number: VA786-13-R-0321 at the Salisbury Historic National Cemetery. The contractor shall provide all labor, materials, and transportation necessary to fabricate, deliver and install Type 1 - Concrete Vaults, Style 1 - Box with separate flat lid, at Salisbury Historic National Cemetery (historic/annex), in accordance with the requirements specified in the contract. Salisbury Historic National Cemetery, 202 Government Road, Salisbury, North Carolina 28144 within all NCA standards Contract period will consist of a base period from October 1, 2013 through September 30, 2014, with up to four (4) one-year options to extend the term of the contract through September 30, 2018 if exercised. Units and services to be in accordance with Performance Work Statement, Technical Specifications, terms and conditions contained in this solicitation. The contractor will install the grave liner at least 30 minutes prior to burial services and shall remain on site and in close proximity to NCA excavation crews until all grave liner covers are in place. Normally, several crews are used daily for excavations which will result in grave liners being installed at different sections of the cemetery. Salisbury Historic National Cemetery (annex/historic) uses gravesites measuring 5'x10' in conventional burial sections, and 4'x8' in the older established burial sections of the historic cemetery. This will require exact preciseness in placement of all grave liners. Grave depths are generally 5 to 7 feet deep, but may occasionally exceed 7 feet. Contractor is responsible for the following: INSTALLATION (i)All installations normally associated with the placement of the grave liners shall be the contractor's responsibility. Sufficient manpower and equipment shall be provided by the contractor for the safe, acceptable and timely installation of the units. Contractor's equipment and operating procedures must meet all OSHA AND DOT requirements. (ii)The National Cemetery will not provide employees to assist with the installation. The installation of the grave liners requires a sufficient crew to lower the grave liner into the grave as not to cause a cave-in. If a cave-in results, the contractor shall be responsible for making repairs and correcting deficiencies. When lowering the grave liner, the contractor shall keep the liner level at all times preventing it from going side to side as well. (iii)Contractor shall assure that grave liners are properly guided into the grave. Grave liners will be visually spotted and placed in accordance with grave site alignment. The cemetery reserves the right to determine what constitutes an acceptable placed unit in accordance with placement requirements. (iv)Removal, replacement, or corrective work resulting from negligence by the contractor shall be corrected at no additional cost and shall not interfere with the normal performance of the contract. Corrective work shall not result in delays for the scheduled interments or result in employees of the National Cemetery having to work beyond the normal working hours of 7am to 3:30pm. (v)Grave liners are to be installed within the gravesites not less than thirty (30) minutes prior to the scheduled interment. The unit will be secured (lid placement made) not later than 30 minutes after the lowering of the casket in the gravesite. (vi)The contractor will be notified of requirements for units to be delivered to the National Cemetery no later than 4 pm the day before the grave liners being required at the cemetery. The following day's schedule will be available at the Administration Building by 4 pm each day. (vii)Damages Caused by Contractor's Neglect: In the event damages result to the units and/or gravesite (cave-ins) or surrounding areas, including damage to third parties, due to neglect by the contractor, restitution will be required at no cost to the agency. Changes in schedules, work assignments, or delays of daily operation must not occur under any circumstances. DELIVERY (i)The contractor shall be at the cemetery and grave liners shall be installed within the gravesite not less than thirty (30) minutes prior to scheduled interment. The unit shall be secured (lid placement made) not later than 30 minutes after the lowering of the casket in the gravesite. Deliveries will be permitted through the main entrance of the cemetery. On installation of 2nd interments, grave liner must be set within one (1) hour after the grave has been opened. (ii)Federal Holidays: The contractor may be required to work all burials scheduled during holidays and weekends within the National Cemetery. The ten holidays observed by the Federal Government are as follows: New Year's Day, Martin Luther King Jr.'s Birthday, President's Day, Memorial Day, July 4th, Labor Day, Christopher Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, or any other day specifically declared by the President of the United States to be a National Holiday. (iii)The contractor will be notified of requirements for units to be delivered no later than 4pm prior to the grave liners being required at the Salisbury National Cemetery. The following day's schedule is available at the Administration Building by 4pm each day. Normal hours of interment operations for purposes of delivery and installation of grave liners are 7am through 3:30pm Monday through Friday. (iv)All work shall be performed between the hours of 7am and 3:30pm local time, Monday through Friday, excluding Federal Holidays. Work performed during non-duty hours, weekends and holidays, will be at the discretion of the COR. (v)The contractor shall phase all work in such a manner as not to impact on or interfere with cemetery operations. The contractor shall work in such a manner as not to impact on or interfere with cemetery operations. The contractor shall not operate equipment, machinery, or otherwise perform contract work within 250 feet of any on-going interment service. The COR, at his discretion, may direct and arrange the contractor's performance in specific areas of the cemetery to ensure smooth cemetery operations. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 327991. Size standard is 500 Employees.
