- Description The department of Health and Human Services, the Substance Abuse and Mental Health Services (SAMHSA) and the Program Support Center (PSC) is seeking a qualified source to perform the following requirement. Background Recovery support plays a critical role in expanding the capacity of behavioral health systems and aiding SAMHSA meet its mission to reduce the impact of substance abuse and mental illness on America's communities. As one of SAMHSA's eight Strategic Initiatives, the Recovery Support Strategic Initiative (RSSI) focuses attention on the need for supportive services beyond traditional treatment, recognizing that recovery support services are needed to ensure that individuals with behavioral health disorders maintain their recovery and experience a satisfying quality of life. The RSSI also recognizes the important role that peer providers play in offering a range of support services that help individuals initiate and sustain their recovery from substance use disorders. The passage of the Affordable Care Act (ACA) brings significant demands on the traditional treatment system. Behavioral health service delivery systems must expand and grow to adapt to meet the needs in the new and emerging health care landscape. To meet the increased need for services, people with lived experience - peer providers - will play an increasing role in the behavioral health workforce. Organizations made up of individuals with lived experience, called recovery community organizations (RCOs), are becoming and will continue to emerge as major players in the behavioral health delivery system. SAMHSA recognizes the need to ensure that RCOs are fully equipped to expand the behavioral health workforce and to meet the needs of those being served with high-quality services. A key strategy for ensuring the quality of peer services is to accredit RCOs that provide peer recovery support services. Purpose The purpose of this purchase order is to advance the efforts to date to develop and implement organizational accreditation standards and guidelines for RCOs. These efforts are ultimately expected to expand the capacity of behavioral health systems by developing tools and processes that will help ensure the quality of recovery support services provided by peers. Specifically, this purchase order is to: (1) develop accreditation readiness tools; (2) develop pool of qualified of peer reviewers; (3) develop a web platform to be used for accreditation; (4) develop accreditation preparation materials; and (5) design a plan for marketing plan the accreditation tools and materials to recovery community organizations. Project Requirements Establish a Work Plan will that describe the key tasks to be conducted, an implementation time table, and describe how key tasks will be coordinated. The contractor shall develop a suite of at least 2 accreditation readiness tools. These tools shall be developed based on a review of the literature and scan of existing readiness tools, as well as the typical needs of Recovery Community Organizations. The tools shall be brief, clear, easy to understand, and suitable for use as a self­ assessment for RCOs to determine their level of readiness for accreditation. Potential areas for readiness tools might include: organizational governance, organizational leadership and culture, management information and data systems, fiscal management, and others. Draft versions of the tools shall be provided to the Government Project Officer within 60 days of the effective date of contract (EDOC). Final versions shall be provided within 30 days of Government Project Officer comment. The readiness tools shall be posted on the web platform developed under the web platform outlined later in the document. The contractor shall conduct a scan of existing experts in the addiction peer recovery community and identify experts suitable to serve as reviewers for the accreditation process. Experts shall be skilled in addiction peer recovery, recovery community organization infrastructure, business operations, and health financing. The contractor shall provide a list of fifteen (15) such individuals within 180 days post EDOC. Develop a web platform that can be used to assist in the implementation and tracking of the accreditation process. This platform shall have the ability to monitor the status of accreditation applications and shall also serve as a learning tool for RCOs. The platform shall have the ability to serve as a virtual learning community and be resourced with a variety of learning tools, as well as the readiness self-assessments. The platform shall be easily modifiable to meet new and emerging needs of the virtual learning community. The contractor shall deliver a report on web platform content and development within 30 days of EDOC. Within 180 days of EDOC, a beta platform shall be provided for GPO review. The contractor shall design and develop materials to serve as technical assistance and preparation assistance for those applying for accreditation. A minimum of three (3) such documents shall be provided in the form of MS Word documents that provide meaningful information and tips to prospective applicants. In addition, one (1) slide presentation shall be developed to provide further information to applications. Topics might include, for example, developing organizational values and vision, participatory process, leadership development, fiscal management, and others. All materials shall be provided in the form of technical assistance or training documents. Materials shall be clear, concise, and of high quality. The contractor shall provide all materials no later than 270 days post EDOC. Finally the contractor shall develop a plan for marketing the learning platform, readiness assessments, and technical assistance resources to the target audiences of: RCOs, organizations hosting RCOs, and State administrators. The marketing plan shall include specific strategies for reaching each of these audiences. Special emphasis shall be placed on marketing the virtual learning community to RCOs. The marketing plan shall be due 300 days post EDOC.
