Description The National Cancer Institute (NCI) plans to procure on a sole source basis with Deutsches Krebsforschungszentrum (DKFZ) Im Neuenheimer Feld 280, D-69120 Heidelberg for Microsatellite instability in ovarian cancers testing and coding. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a Fixed Price (FP) type contract. The North American Industry Classification System code is 541380 and the business size standard is $14M. Period of performance is for twelve months from time of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The purpose of the procurement is to study the role of mismatch repair deficiency in ovarian carcinogenesis. NCI will analyze the association of MSI status with risk factors, histologic subtypes, survival, and methylation patterns in 500 ovarian cancers. In addition, NCI will identify coding microsatellites in 60 ovarian MSI cancers to study specific carcinogenic pathways related to mismatch repair deficiency. Deutsche Krebsdorschungszentrum (DKFZ) has developed a novel MSI testing assay using a marker panel, including the marker CAT25 newly identified by this group that does not require the analysis of normal tissue in parallel. Used as a single marker, CAT25 has a higher sensitivity and specificity for the detection of mismatch repair deficiency than any other MSI marker published so far. The MSI testing assay offered by the group represents the most accurate currently available system for MSI analysis and does not require concomitant analysis of normal tissue. In addition to the MSI testing assay, the group has developed a unique bioinformatics-based tool that allows predicting the functional relevance of defined coding microsatellite mutations to tumor development. Based on this bioinformatics model, the group has established mutation analysis for an extensive panel of coding microsatellite markers that allow studying the carcinogenic pathways involved in MSI-related carcinogenesis in detail. Currently, there is no other known provider that offers reliable MSI testing from tumor tissue alone and that offers a large panel of coding microsatellites to analyze MSI-positive cancers. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a quote or proposal, which will be considered by the government. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. Responses must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 19, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
