- The U.S. Department of Agriculture (USDA), Agriculture Research Service (ARS) on behalf of the National Institute of Food and Agriculture (NIFA) intends to negotiate on a sole source basis with ChalkLabs for Topic Modeling services. NIFA program managers require the ability to objectively and quickly examine data on unawarded project applications, current projects, and new proposals to determine redundancies and gaps. Similarly, program managers must be able to mine information contained in new proposals to recruit relevant expertise for peer review panels and identify relevant researchers based on individual or sets of projects or articles. In terms of our outputs, we must be able to capture and report them effectively and efficiently. To address these routine demands, we require an interactive data management and informational retrieval system that can intelligently analyze and organize our data into objectively defined and synthetic topics. A single portal is required that provides a data-driven, bottom-up, subject area analyses to facilitate rapid retrieval of objective and empirical information that can be parsed and organized into numerous meaningful search outcomes. The contractor will provide a BigData Analysis Platform comprising databases of NIFA-supported activities and software for topic modeling information in the data. The methodology used to topic model will be based on Latent Dirichlet Allocation, a Bayesian statistical algorithm that utilizes natural language processing to automatically discover meaningful categories from unstructured text, independent of keywords or preconceived categorical designations. The contractor will provide a web-based application for visualizing, analyzing, reporting, retrieving, and communicating information about that data.. These services are required to allow NIFA to effectively manage programs with evidence-based decision making. The software will provide a means to identify research gaps and redundancies, identify expertise needed for peer review panels, document outcomes and impacts from investments, and provide the foundation for portfolio evaluation. These services will also allow NIFA to provide greater transparency and ease of access to information for the partners and public it serves. The contractor is the only business that can provide a BigData analysis platform, specifically geared to science programs that address science inputs and impacts with large-scale information retrieval, network science, and integration of information visualization. ChalkLabs specialty is the management of science-related data (i.e., data relating to the granting of science, identification of scientific disciplines from complex data, and facilitating the management and analysis of science portfolios ). The NAICS Code for this requirement is 541511 Custom Computer Programming Services Authority for this sole source procurement is under 10 U.S.C.2403 (c)(1) as implemented in FAR 6.302-1, one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. The successful company must be registered in The System for Award Management (SAM) located at: https://www.sam.gov/portal/public/SAM Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
