- The Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management Contracts and Grants (AMCG) intends to negotiate on a sole source basis with The Institute on Science for Global Strategy, 1730 E. River Road, Suite 200, Tucson, AZ 85718 for a Firm Fixed Price contract under the authority of FAR 13.106-1(b) for services as described in the attached statement of work. The sole source is based on the following: The Institute of Science for Global Strategy has the ability to hold conferences that allow U.S Policy holders the unique opportunity to question and debate a distinguished group of international scientific leaders on issues that they believe can influence their decisions concerning both domestic and international polices. These are policies that can be reasonably anticipated to affect major parts of the HHS with responsibilities for EPID, FSS, and SB. These opportunities also are unique in that a broad range of information and perspectives is provided by the international audience of policy makers in attendance (those participating in the audience are selected by the countries engaged with the ISGP). Candid questioning and debating are encouraged by using a not-for-attribution (Chatham House Rule) format in each ISGP conference. Another unique feature of each ISGP conference is the process by which policy makers identify those areas of consensus and next steps needed to formulate and implement policy decisions. These caucuses reflect the perspective of the international groups of participating policy makers. This process begins in a series of in-country-only caucuses, in which policy makers and scientists are asked to identify any areas of consensus that have emerged from the debates. They are also asked to enumerate those next steps considered as viable for consideration by their respective governments. These country specific perspectives are then discussed at a plenary session involving all the participants. It is the goals of the ISGP to seek some overall international consensus of value to help guide HHS priorities on EPID, FSS, and SB. Interested parties must provide convincing documentation that shows their ability to perform the required work. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible interested parties may submit information if they believe that they can provide services described in the attached statement of work. The Government reserves the right to process the procurement on a sole source basis based upon the responses received.
