Description
The Military Sealift Command Ship Support Unit San Diego (MSC SSU SD) intends to issue a FFP purchase order for the replacement of its emergency diesel generator (EDG) fuel tank. Anticipated period of performance (POP) dates are 17 - 30 September 2013. Issuance of RFQ is anticipated on/about 9 September 2013, with a tentative submission due date of Friday, 13 September 2013. Solicitation and associated attachments will be posted to MSC SSU SD's contract's website located at: https://www.procurement.msc.navy.mil/procurement/contract/RFPSearchEntry.jsp Monitor both MSC SSU SD's contracts website & FBO for information pertaining to this procurement. Award is tentatively scheduled to be made by COB on Monday, 16 September 2013 Interested offerors are requested to email the contracting officer and provide the following information: DUNS Number CAGE Code Business size under NAICS Code 811310 Note. All interested offerors MUST be registered in SAM (https://www.sam.gov/portal/public/SAM ) and have current REPS & CERTS noted in their company profiles. Failure to be registered in SAM may preclude award if found to be the successful offeror. Note. No site visit will be available. STATEMENT OF WORK Military Sealift Command Pacific Emergency Diesel Generator 1.0 Corrective Maintenance Requirements. The following details the requirements for a contractor to provide replacement of fuel tank, fuel and fuel filter. Remove and clean out all fuel lines, fuel injection pump/associated lines and lift pump as a corrective measure for previously used contaminated fuel. 1.1. Provide a single point of contact for establishing maintenance schedule and repairs. 1.2. Service technician must be qualified to perform maintenance on a KOHLER 135ROZJ generator. Unit Model Number: Kohler 135ROZJ Transfer Model Number: K168541-0400 Unit Serial Number: 0638110 Spec Number: PA-189724 Transfer Serial Number: K0635911 1.3. Provide crane, remove enclosure, and disconnect all related electrical and mechanical connections, remove fuel from old tank, remove engine, remove fuel tank. Note. Building 570 is located at top of relatively steep hill. 1.4. Install new tank, reconnect engine, electrical and housing. 1.5. Remove and clean fuel injection pump, lift pumps and all fuel lines. 1.6. Fill tank with low sulfur red diesel fuel # 2 and perform operational testing to verify proper operation. 1.7. Remove materials and clean area of work site each day. 1.8. Temporary emergency backup power will NOT be required during the performance period. 2.0 Safety: Contractors must comply with applicable federal, state and local codes and standards, including safety and occupational health requirements, as well as any additional specific requirements invoked by contract. In addition, certain types of construction and demolition contracts require inclusion of the FAR 52.236-13 Accident Prevention Clause that requires compliance with the US Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1. The following designated (PPE) Personal Protection Equipment for (Eye, Head, Face, Hearing and Footwear) are control measures that should be used after a hazard evaluation identifies hazards cannot be eliminated and/or controlled to an acceptable level through engineering design or administrative actions. NOTE: Contractor will perform the following in order to ensure containment of potential fuel spill when conducting maintenance and repair. Provide containment boom in vicinity of the EDG to prevent spillage into the parking lot storm drain, maintain absorbent material on hand to properly clean up potential fuel spills 3.0 Security: Contractor personnel access is limited to immediate work area andBuilding 570 1st floor restrooms. No other facility access is allowed. 4.0 Hours of Operation: Normal working hours are 8:00 AM to 4:00 PM, Monday through Friday.
