- Attachment 1-Statement of Work Attachment 2-Section 508 Solicitation Attachment 3-GPAT This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Part 15-Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Proposals (RFP) NIHLM2013877. This solicitation document incorporates provisions and clauses that are in effect in the FAC 2005-69 FAR Revision effective September 3, 2013, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for a base year with options for four (4) successive one year periods. The period of performance will begin on or about April 1, 2014. **The Solicitation, Statement of Work (Attachment 1), Electronic and Information Technology Accessibility (Attachment 2), and Buy Accessible Government Product/Service Accessibility Template (GPAT)(Attachment 3) are attached to this notice.** POTENTIAL OFFERORS ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION, ATTACHMENTS AND ANY AMENDMENTS. ALL INQUIRIES SHALL BE SUBMITTED ELECTRONICALLY TO THE CONTRACT SPECIALIST AT robin.hope@nih.gov AND SHOULD BE SUBMITTED BY SEPTEMBER 30, 2013. All offerors shall submit an electronic copy of their proposal no later than 1:00 p.m., local prevailing time on Wednesday, October 9, 2013 to robin.hope@nih.gov. In addition to the electronic copy, ONE (1) signed original and FIVE (5) hardcopies of the proposals shall be delivered to the address below: Robin Hope Contract Specialist National Library of Medicine, NIH Office of Acquisitions 6707 Democracy Blvd., Suite #105 MSC 5488 Bethesda, MD 20892-5488 Hardcopies must be received within one (1) business day from the time designated for receipt of the electronic copy. Contracts shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order.
