Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-13-086 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-69. The North American Industry Classification (NAICS) Code is 511120 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. National Institute for Minority Health and Health Disparities (NIMHD) intends to negotiate on a sole source basis with American Public Health Association (APHA), 8001 Street, NW, Washington, DC 2001 pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for a print plus online supplement to the American Journal of Public Health (AJPH) on the topic of the 2012 Elimination of Health Disparities Summit. This special issue proposes to highlight advances in the science that emerged during the 2012 Summit. A full separate volume of AJPH, published in addition to the 12 regular issues will have the following: a. 96 to 160 pages b. 20 - 30 papers, includes briefs, commentaries, editorials, Editor's Choice, research papers. c. Funder names a guest editor for this supplement. d. Printing and mailing to APHA membership and subscribers. Mailing to additional lists of funder's choice. e. Includes online publication in addition to print copy. f. Includes advertising. This Special Issue will highlight new promising directions for advancing research on the health of disparity populations. At the 2012 Summit on the Science of Eliminating Health Disparities, it was evident that the rapid progress of research on health disparities had opened new possibilities for identifying effective policies with practical solutions for addressing health disparities. The Summit agenda was organized around the core principle of integrating science, policy, and practice with the overall theme of building a healthier global society. It provided a forum for government, academia, and the public to advance scholarship and translate new knowledge into action. The plenary sessions, concurrent sessions, poster sessions, and integrated panel discussions, on a wide array of topics and themes provided those successes, challenges, innovations, and opportunities for partnerships. This special issue proposes to highlight advances in the science that emerged during the 2012 Summit. We hope to feature a collection of papers that will contribute to a more thorough and integrated examination of the biological and non-biological determinants of health. We hope to invite articles that review the usefulness and limitations of current conceptual frameworks and analytic strategies commonly used for addressing health disparities and highlight new ones that have emerged in the last few years. In addition, the special issue will encourage research papers that empirically examined and tracked health disparities in various contexts (life course, place/geography), using innovative strategies, and began to tackle these issues on a national and global scale. NIMHD supports developing a print plus online supplement of up to 160 pages to share progress on recent advances in health disparities research, practice and policy. This includes ongoing and proposed efforts for building a healthier global society. American Public Health Association (APHA) has the capacity to create, design, test, redesign, and produce camera-ready editorial and artwork within its facilities. American Public Health Association has worked on minority health issues for national consumption. APHA has the experience and knowledge needed to grasp and compile special reports on comprehensive, national programs involving minority health. The AJPH is the pre­ eminent peer reviewed journal for public health workers and academics, publishing 12 issues per year. Special emphasis is given to research, practitioners' experiences as well as a historical context to new and old problems. The AJPH is dedicated to publication of original work in research, research methods, and program evaluation in the field of public health. The Journal also regularly publishes editorials and commentaries and serves as a forum for health policy analysis. The mission of the Journal is to advance public health research, policy, practice, and education. The goals of both the online and the print versions of the Journal, published monthly by the APHA are: • To publish the best scientific research in the field of public health • To serve as a forum for diverse viewpoints on major public health issues and policies • To promote diverse public health practice models • To increase public and professional understanding of public health problems and their solutions through delivery channels relevant to different audiences and their needs • To work in concert with the 3 main priorities of the APHA namely to develop universal coverage, eliminate health disparities, and rebuild the public health infrastructure The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
