Description
NASA/GRC has a requirement for one SFS Emulator(two units). <p> NASA/GRC intends to purchase the items from Orbital Sciences Corporation (Orbital). The rationale supporting use of 10 U.S.C. 2304(c)(1) is that the Saffire experiment will reside in the Cygnus vehicle and interface with the vehicle power and communication systems. Experiment data will be down‐linked through the Cygnus interface to the Orbital Mission Control Center in Dulles, VA. The SFS Interface Emulator is highly specialized and developed to simulate the Cygnus communication system to Saffire hardware during payload development. Orbital Science Corporation is already under contract to conduct this experiment and, as part of this contract, will loan one set of SFS Interface Emulators (two units) to the Government for its use during the duration of the project. A second set (two units) are required to meet project schedule requirements and these must be exact duplicates of the set being loaned to the Saffire project. Therefore, the Agencys requirements can only be satisfied by obtaining the SFS Interface Emulators from Orbital. In accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(i)(A), Orbital Science Corporation represents a unique capability of the source to provide the particular hardware proposed. <p> The Government does not intend to acquire a commercial item using FAR Part 12. <p> Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 09/24/2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. <p> Oral communications are not acceptable in response to this notice. <p> THIS IS NOT A REQUEST FOR QUOTE THIS IS A SOLE SOURCE SYNOPSIS. All responsible sources may submit a capabilites statement which shall be considered by the agency. <p> NASA Clause 1852.215-84, Ombudsman, is applicable.
