- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Thermo Electron North America, LLC. for the annual maintenance service of the Dionex Ion Chromatography Mass Spectrophotometer located in Room 647 at U.S. EPA Andrew W. Breidenbach Environmental Research Center (AWBERC), Cincinnati, OH. The EPA has identified Thermo Electron North America, LLC as the only contractor able to meet the requirements of this procurement. The EPA's Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) at AWBERC, 26 West Martin Luther King Dr., Cincinnati, OH 45268 utilizes the Dionex Ion Chromatography Mass Spectrophotometer on a continuous basis for research projects vital to NRMRL's mission. Thermo Electron North America, LLC is the only source for the maintenance on its Dionex Ion Chromatography Mass Spectrophotometer. Dionex Corporation has become part of Thermo Electron North America, LLC. Thermo Electron North America LLC, is the sole manufacturer and distributor of this instrumentation as well as the parts and products they support. Thermo Electron North America, LLC, as the manufacturer of the instrumentation, has the capability and accessibility to the engineering and electronic specifications to ensure accurate operation of the products. The contractor shall provide labor, travel charges, Parts (except spares and consumables) Emergency Repairs, Operational Error, Preventative Maintenance Service, Peak Performance Maintenance Kits, Repairs for Qualification, Training Course Discounts, New Operator Assistance, Applications Support, and Priority Telephone support as part of their Standard Premier Care Program by contractor trained service engineers. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order consisting of one (1) 12-month base period and four (4) 12-month option periods for a potential term of 60 months. Interested firms may identify their interest and capability to respond to the requirement. EPA anticipates awarding the resultant order September 30, 2013. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 14 calendar days of the date of publication of this notice.
