- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ). Submit only written quotes for RFQ-IL-13-00026. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. This solicitation is an unrestricted set-aside. The associated NAICS code is 334516 with a small business size standard of 500 employees. This RFQ contains five line items. IN ACCORDANCE WITH FAR 13-106-1(B)(1), ONLY ONE SOURCE HAS BEEN IDENTIFIED THAT HAS THE REQUIRED SPECIFICATIONS. THE FOLLOWING CLINS ARE BRAND NAME OR EQUAL. Brand name product description s are being used to describe the required characteristics of the equipment; if your company can provide equipment that offers equivalent or better operation, the US EPA will evaluate your offer. Additionally, EPA has developed software (EPA Region 5 RAT- Rapid Assessment Tools) to allow interface of data to integrate output into a GIS based visualization and storage system. Brand-name equivalent equipment must output data in a format that is capable of quickly being integrated into this system. Please submit all technical information as necessary to ensure a complete evaluation of the technical specifications can be completed. The EPA reserves the right to reject any offer that does not meet the characteristics of the equipment below. The line item descriptions are as follows: CLIN 0001: Delta Premium GeoChem (Mining Plus) Analyzer. Handheld XRF analyzer. No radiation source to allow for cross state boundary travel without special permission. Capable of measurement of over 25 heavy metals at very low detection limits. Dual beam Fundamental Parameter algorithm optimized for achieving lowest Limit of Detection (LOD) for exploration samples as well as percent level grade control. Mg, Al, Si, K, Ca, S, P, Cl, Ti, V, Cr,Mn, Fe, Co, Ni, Cu, W, Zn, Hg, As, Pb, Bi, Se, Th, U, Rb, Sr, Y, Zr, Mo, Ag, Cd, Sn, Sb. CLIN 0002: P4000S Soil Environmental Analysis Package : Compton Normalization algorithm designed for achieving lowest Limit of Detection (LOD) possible for exploration samples. 3-beam mode standard. K, Ca, S, P, Cl, Ti, Cr, Mn, Fe, Co, Ni, Cu, Zn, Hg, As, Pb, Se, Rb, Sr, Zr, Mo, Ag, Cd, Sn, Sb, Ba. CLIN 0003: Uranium add on Soil Environmental suite. CLIN 0004 : Lead Paint Calibration. Analysis of lead paint for industrial applications. CLIN 0005: Soil Foot for Delta Analyzer to balance analyzer on the ground for hands free, extended in-situ testing. This solicitation will result in a firm fixed price purchase order pursuant to the terms and conditions below. Terms and conditions other than those stated will not be accepted. The above pricing is all inclusive. PROVISIONS: The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation -- Commercial Items (completed as follows): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
